
The House of Representatives will ask Malacañang to certify the bill containing the proposed 2022 budget as urgent in order to pass the measure on third and final reading before September ends, House appropriations committee chairman Eric Yap said Saturday.
In a text message shared to reporters, Yap said the Lower House will start the plenary deliberations of the 2022 General Appropriations Bill (GAB) on Monday, September 21.
He said amendments to the GAB will be considered during the plenary deliberations of the budget.
“Sa committee wala pong amendments. Depende naman po sa deliberation ng plenary kung magkaka-amendments po,” he said.
(The committee has not introduced amendments yet. The amendments will depend on the plenary deliberations.)
“After ng committee report mag-formal request po ako [na] ma-certify [as] urgent ang budget sa [Office of the President] para sa September 30 umabot sa [third] reading,” he added.
(After the crafting of the committee report, we will make a formal request to the Office of the President to certify the budget as urgent so that we can pass it on third reading on September 30.)
Once the budget is passed by the Lower House, the Senate will be authorized to act on the measure.
All appropriations measures must be passed first by the House of Representatives before the Senate can act and deliberate on it.
The 2022 GAB should be approved by Congress and signed by President Rodrigo Duterte before the year ends to avoid a reenacted budget.
The House of Representatives began its deliberations on the proposed P5.024 trillion national budget for 2022 on August 26, with the House Committee on Appropriations leading the discussions. —KG, GMA News
